The percentages above are ours: each badge's award count divided by the 2,265,316 players who hold Welcome, which nearly everyone receives when they first join. That gives a usable answer to the question players actually ask — how many people who played this game got this badge.
It is an approximation and we label it as one. It slightly understates rarity, because a player can hold Welcome from a session months ago and never return.
